Position Description:

 

The Department of Disaster Management in the Second Vice President's Office Zanzibar is in the process of formulating Monitoring and Evaluation Framework for Zanzibar Disaster Management Policy. The framework is focused to asses and measure the achievement and impact of the objectives and implementation strategies as stipulated in the policy. The activity is funded by UNDP through the Disaster Management Project under the UN Development Assistance Plan (UNDAP) 2011 - 2015. The Department therefore invites suitable, competent and self- motivated candidates for both lead and assistant consultants in the formulation of the said framework.

Duties and Responsibilities

The general responsibility of the consultant will be to develop the Monitoring and Evaluation framework for the Disaster Management Policy in a timely manner under the supervision of and in close collaboration with the Disaster Management Department.

Specifically, the consultants will be obliged with the following responsibilities:

•      To provide both technical and financial proposals (inception report) given clear methodological approach that will be used in carrying out the assignment including detailed budget breakdown and time frame.

•      To undertake a desk review of disaster related and other government documents as well as evaluation guidelines.

•      present a baseline study of the current level of resilient communities building on the provisions in the policy.

•      Develop a set of clear and tangible monitoring and evaluation indicators.

•      Develop a system for collecting and compiling processed data and information to be used for analysis of disaster profiles and trends.

•      Ensure that issues related to climate change and gender are included and given special attention in the formulation of the M&E framework.       

•      Present an M&E framework draft to a steering committee and other stakeholders for validation and incorporation of stakeholders comments.

•      Finalize the M&E framework document before validation.

•      Formulate an action plan for further activities and information dissemination jointly with DMD.

•      Undertake any other duties related to M&E framework formulation exercise as assigned by the steering committee.

Qualification and Experience required

•      Possess at least Post Graduate degree (for lead consultant) and First Degree (for assistant consultant) in the area of Disaster Management, Public Administration, Planning or any other related field/specialty.

•      S/He should have knowledge and experience in Disaster Management, Disaster related Plans, Strong technical skills and at least three years experience in the field of Disaster Management. Demonstrated skills in the formulation, design, implementation, monitoring and evaluation of complex result oriented programmes.

•      Should be good in communication skills and computer literate.

•      Should be fluent in speaking and writing both Kiswahili and English languages.

•      Highly proficient in MS Office Programmes: Word, Excel, Power Point as well as internet and e-mail packages, excellent command of written and spoken English and Kiswahili.

•      Be of integrity and possess sober habits

2.0 THE EXPORT PROCESSING ZONES AUTHORITY (EPZs)

The Export Processing Zones Authority (EPZs) Programme in Tanzania was established in 2002 following the enactment of the Export Processing Zones Act, 2002. The scheme promotes export oriented investment within designated zones aimed at creating international competitiveness for export-led economic growth. The programme offers a range of attractive fiscal, physical and procedural incentives to ensure lower cost operations, faster set up and smoother operations.

2.1 DIRECTOR OF PLANNING AND DEVELOPMENT - 1 POST

Reports to the Director General of EPZA. The Director of Planning and Development will head the Technical and Planning and Research units and will be responsible for

coordinating development and maintenance of EPZ and SEZ sites. She/he will also be responsible for preparation of EPZA’s long and short term plans, periodic reporting of the Authority’s performance and for coordinating researches relevant to improving the Authority’s performance.

2.1.1 DUTIES AND RESPONSIBILITIES

 Head of the Planning and Development directorate;

 Chief advisor of the Director General in all matters related to Infrastructure Development, Research, Planning and Reporting;

 Coordinating the acquisition of the EPZ/SEZ earmarked land across the Country.

 Coordinating physical planning and development of EPZ/SEZ infrastructure and utility services.

 Coordinating the management and efficient functioning of EPZA’s owned Industrial parks

 Maintaining effective working linkages with relevant Ministries and other institutions to facilitate implementation of EPZ/SEZ projects.

 Keeping abreast of trends in the fields of research, planning and marketing and recommending policies and programs to meet changing circumstances in EPZs and SEZs.

 Coordinating preparation of strategic plans, annual work plans, budgeting and preparation of quarterly and annual reports.

 Planning, developing and implementing strategies and monitoring tools for performance management of the Authority

2.1.2 QUALIFICATIONS AND EXPERIENCE

 Masters Degree in Civil Engineering or Architecture or Quantity Survey or economics or its equivalent from a recognized institution.

 Masters Degree in Business Administration or Project Management from a recognized Institution will be an added advantage.

 Registered with relevant Professional Boards

 At least eight (8) years proven experience in a senior management position in reputable organization, five (5) of which in a senior management position.

2.2 CORPORATE SECRETARY - 1 POST

Reports to the Director General. The Corporate Secretary will be responsible for interpretation and fulfilment of corporate legal functions to the Board, the Authority and all Departments of the Authority

2.2.1 DUTIES AND RESPONSIBILITIES

 Head of the Legal Unit and accountable for proper interpretation and fulfillment of corporate legal functions to the Board, the Authority and all Departments of the Authority;

 Chief advisor to the Board and the Authority in all legal matters. In this context, shall be responsible for writing legal briefs and interpret laws and regulations relating to the Authority’s legal rights and obligations;

 In consultation with the Director General, shall be responsible for convening all Meetings of the Board, preparing minutes thereof and coordinating reports on implementation of Board’s decisions and resolutions

 Advise on the best way in which the Board may be represented in legal matters including suits, investigations and administrative proceedings;

 Develop and recommend policies and procedures for drawing up, review and execution of major contracts and agreements;

 Ensuring proper custody of all legal documents relating to the operations of the Authority i.e. the Authority’s Seal, Insurance Policies, Contract Documents, Minutes and Register of Licenses

 Bachelor degree in Law from a recognized Institution.

 Masters Degree in Law will be an added advantage.

 Registration with the High Court of Tanzania as an advocate.

 At least eight (8) years proven working experience in Law, five (5) of which in a senior management position in a reputable organization as a legal/ corporation secretary.

1.3 AFISA UGAVI DARAJA LA II (SUPPLIES GRADE II) – NAFASI 1

Nafasi hii ni kwa ajili ya Wizara ya Mambo ya Ndani

1.3.1 MAJUKUMU YA KAZI

 Kukusanya takwimu za kusaidia kutayarishwa makisio ya vifaa vinavyohitajika (Material Requirement Budget) na Mpango wa Ununuzi (Procurement Plan).

 Kukusanya na kutunza takwimu za utendaji za Wazabuni mbalimbali.

 Kukusanya na kutunza takwimu za upokeaji, utunzaji, na usambazaji wa vifaa.

 Kusimamia utunzaji wa maghala na hati/kumbukumbu ya vifaa vilivyomo ghalani.

 Kusimamia upokeaji, utunzaji na usambazaji wa vifaa (Physical Distribution).

 Mfumo wa uwekaji na utunzaji wa vifaa ghalani (Location Index Design).

 Kusimamia ukaguzi wa kuhesabu vifaa mara kwa mara (Perpetual Stock Checking) ghalani.

 Kutayarisha Taarifa za kazi katika vipindi maalumu.

 Kuhesabu na kutoa taarifa ya thamani ya vifaa vilivyomo ghalani kila mwisho wa mwaka (Annual Stock Taking).

 Kufanya kazi zingine ambazo atapangiwa.

1.3.2 SIFA ZA MWOMBAJI

 Kuajiriwa wenye Shahada ya Biashara (B.Comm) yenye mchepuo wa ugavi au Stashahada ya Juu ya Ugavi (Advanced Diploma in Materials Management) inayotolewa na Chuo kinachotambuliwa na Bodi ya Taifa ya usimamizi wa Vifaa.

1.3.3 MSHAHARA

Kwa kuzingatia Ngazi za mishahara ya Serikali yaani TGS D kwa mwezi.

1.4 AFISA UGAVI MSAIDIZI (SUPPLIES ASSISTANT) – NAFASI 1

Nafasi hii ni kwa ajili ya Wizara ya Mambo ya Ndani

1.4.1 MAJUKUMU YA KAZI

 Kutunza ghala la vifaa lenye thamani ndogo.

 Kupokea vifaa vipya vitakavyoletwa na wazabuni mbalimbli na kupokea vifaa ambavyo vimetumika lakini vinahitaji kutunzwa kabla ya kufutwa.

 Kufungua na kutunza “Bin Card” kwa kila kifaa kilichopo ghalani.

 Kufungua “Ledger” ambayo itatunza kumbukumbu ya vifaa vinavyoingia, kutunzwa na kutoka kwa nyaraka mbalimbali.

 Kutoa vifaa kwa wateja na watumiaji wengine.

 Kuhakikisha kwamba ghala na vifaa vilivyomo vinatunzwa katika hali ya usafi na kwa usalama.

 Kuandaa hati za kupokelea vifaa.

 Kufanya kazi zingine atakazopangiwa.

1.4.2 SIFA ZA MWOMBAJI

 Kuajiriwa wenye cheti cha “National Store-Keeping Certificate au “Foundation Certificate” kitolewacho na Bodi ya Taifa ya Usimamizi wa Vifaa au wenye Cheti kinachotambuliwa na Bodi ya Taifa ya Usimamizi wa Vifaa.

Au

 Kuajiriwa wenye Diploma ya Kawaida “Ordinary Diploma in Materials Management” kutoka Chuo kinachotambuliwa na Bodi ya Taifa ya Usimamizi wa Vifaa.

1.4.3 MSHAHARA

Kwa kuzingatia Ngazi za mishahara ya Serikali yaani TGS A au TGS B kwa mwezi.

1.5 KATIBU MAHSUSI DARAJA LA III – NAFASI 1

Nafasi hii ni kwa ajili ya Wizara ya Mambo ya Ndani

1.5.1 MAJUKUMU YA KAZI

 Kuchapa barua, taarifa na nyaraka za kawaida.

 Kusaidia kupokea wageni na kuwasaili shida zao, na kuwaelekeza sehemu wanapoweza kushughulikiwa.

 Kusaidia kutunza taarifa/kumbukumbu za matukio, miadi, wageni, tarehe za vikao, safari za Mkuu wake na ratiba ya kazi zingine zilizopangwa wakati unaohitajika.

 Kusaidia kutafuta na kumpatia Mkuu wake majadala, nyaraka au kitu chochote kinachohitajika katika shughuli za kazi hapo ofisini.

 Kusaidia kufikisha maelekezo ya Mkuu wake wa kazi kwa wasaidizi wake na pia kumuarifu kuhusu taarifa zozote anazokuwa amepewa na wasaidizi hao.

 Kusaidia kupokea majalada, kuyag
